Mismanagement of Housing Association having 7 Flats in Kolkata

I own a 2 BHK Flat in a Four Floor Building having total seven flats for the last 13 years. The Residents Association is taking care of the maintenance of the all the flats. The services offered by the association are lighting and cleaning of the Common Area, supply of water and 24 hours security. The charges payable for common area electricity and motor, the sweeper and dharwan salaries and cleaning and repair expenses are to be shared by the flat owners equally. I find there is no transparency in account keeping and the accounts are not shown to all the members of the association. No election is held for choosing the convener of the association. Two of the flat owners, who do own any garage space in the building requested for allowing to keep their cars in the common area on rent payable to association basis, three years back. They were allowed. They paid rent for only one year. Now they are not paying rent. The convener and this influential group have frozen the bank account of the association also two years back. The remaining four flat owners are facing lot of problems and we do not know where to complain and how to take control of the building management from the other group who are ruining the building. Kindly advise.
