Is this fair refund?

 Miserable on May 9, 2010
If you cancel a confirmed ticket the Railways deduct some Charges on it then refund. If the Railway cancels a Train they refund only the ticket amount. * WHY doesn't the Railway pay fine to the customer ? *HOW will the customer reach the destination ? *WHO pays for the Extra Money spent for an alternate travel ? *WHO compensates for the time loss and/or the connected mode of Travel is missed(eg. connected flight after the train.) *Does the Railway announce the altrnate means of travel details ?
