Questions › Electrical connection

One of my brother in laws used to reside in a house registered in his mother's name , with his family. The monthly bill of that house was getting billed against his elder brother's name. After his demise the electrical connection was disconnected due to non payment of bill almost for 4 months. My brother in law was survived by his widow and his only son. A few months back electrical connection to that unit of that house was restored without clearing the dues and against a new customer ID issued against the name of his son without any consent of his surviving mother. This new connection has been provided without removing the old meter. Both the meters are installed side by side. In addition all the control points of different consumer points have been installed in the bed room of his son. I want to know as to whether the above activities are within the norm and as per law? Please clarify.
