Additional Load for A.C.

I live in a building consisting of six flats.Recently I have applied to CESC for additional load for A.C. machine.After inspection, CESC decided to provide me with three phase 440V ac line in lieu of my existing single phase.We have a common meter board on which all the meters of flat owners are installed.All the meters of CESC are of single phase i.e. 220/230V ac.The problem is that., the other flat owners are delebarately opposing me to carry out 3 phase installation.Even they have kept the meterbox under lock & key.My question is am I doing any unlawfull act? Also note that we have no co-operative system,we are all individual falt owners.
